Applicant must be a U.S. citizen, an Arizona resident, an outstanding high school graduate who demonstrates high academic achievement and leadership, and a full-time degree-seeking student.

Renewable if recipient completes at least 24 credits per academic year and maintains a minimum 3.25 GPA.
